This article is for families preparing to send a child to school abroad, and for families who may return to Korea from a school overseas. Documents often take time to obtain. Knowing in advance which one is needed where makes planning easier. Rules can differ by country, region, school and year. What follows is the basic picture from official guidance, so always confirm the final requirements with the relevant authority or school.
When you submit Korean documents to a school abroad
Start with English certificates. Government24's education certificate service (linked to the Ministry of Education's NEIS) lists English-language graduation and enrolment certificates for primary, middle and high schools. School records (학교생활기록부) come in a general version and a university-admission version, and no English version is listed. A Ministry of the Interior policy brief (October 2023) says graduates from January 2003 onwards can get their school record online through Government24 without visiting the school. If a school abroad asks for an English transcript, ask the school about translation and notarisation or a school-issued version.
Next is the apostille. According to the Ministry of Foreign Affairs' consular Q&A, an apostille is a certificate the ministry attaches after checking a document's seal or signature. With it, a Korean public document is accepted as official in member countries of the Apostille Convention without consular legalisation. For non-member countries, the document needs legalisation by that country's embassy or consulate.
- Documents issued by national or public schools qualify directly.
- Documents from private schools, companies or individuals qualify after notarisation.
- Translations qualify once notarised, but requirements differ by country. Check with the receiving school first.
A November 2025 news report says the Overseas Koreans Agency is expanding online apostilles for public documents such as family relation certificates via apostille.go.kr. Check that site to see which documents are covered online.
Examples of country-specific documents
Document lists differ by country. Here are two examples from official guidance.
US public schools enrol pupils through the local school district. According to the US Department of Education, schools may ask for proof of address (such as a utility bill), proof of age and immunisation records. Districts list the required documents on their websites. The same material says all children have equal access to free public education regardless of citizenship or residency status, and schools cannot require documents that block or discourage enrolment.
Singapore's AEIS (Admissions Exercise for International Students), according to the Ministry of Education (MOE) page, runs through the Candidates Portal: create a child account, submit the online application, upload documents and pay the fee. Documents include a birth certificate and a passport bio-data page valid for at least 6 months. Primary applicants also need a statement of results for a Cambridge English test taken from July 2025. As of its last update on 17 July 2026, the page said applications for the 2026 AEIS had closed. Fees and dates can change, so check the MOE page again when the next round opens.
When you return to Korea
When a student joins a Korean primary, middle or high school from an overseas school, the overseas documents normally need an apostille or consular confirmation. The Ministry of Education publishes a list of overseas schools (as of 14 November 2025, verified by Korean missions) whose documents are exempt from this step. The list does not vouch for school quality and does not apply to university admissions.
Grade placement follows regional education office guidelines. According to the Ministry of Education's school-records help centre (September 2024), transfer entry requires completion of the previous grade or equivalent attainment. Seoul's 2026 plan for returning students (in force 1 March 2026 to 28 February 2027) says the following.
- The grade is set by mapping the foreign school years and transcripts onto Korea's 12-year system.
- Without regular schooling abroad, or with under six months of study, placement by the completion assessment is not possible.
- Pupils returning mid-term must apply within one month of their last day at the foreign school.
Details can differ by region. Ask your local education office and the school first.
University admission documents are a separate matter
According to the Ministry of Education's overseas schools portal, the 'full-curriculum' route covers students who completed all primary and secondary schooling at schools abroad. The benchmark is 12 years, and systems of 10 grades or fewer are not recognised as-is. The document list centres on the student's school records, grades and immigration record. Each university's admissions guide decides eligibility.
One university's guide shows how the process can run. In Korea University's 2027 special admissions guide (Seoul campus), the overseas-Korean track used documents 100% in stage 1, then the stage-1 score 70% plus interview 30%. The full-curriculum track used documents only. Applicants could submit up to five certified scores, including language tests and results such as AP, IB and SAT, and predicted scores were excluded. This is one university in one year. Rules differ by university and year, so read the latest guide of the university you apply to.
Checklist
- Have you obtained the official document list from the school or country you are applying to?
- Have you checked whether you need English graduation or enrolment certificates from Government24?
- If an English transcript is required, have you asked about translation and notarisation or a school-issued version?
- Have you confirmed whether an apostille or consular legalisation is needed?
- For private-school or personal documents, have you checked whether notarisation comes first?
- Have you checked conditions on each document, such as passport validity?
- If you may return, have you checked your local education office's transfer rules and application deadline?
- If university admission is in view, have you read the latest guide of your target university?
Ask the school
- What is the full list of required documents, and what are the deadlines?
- Do you need a school-issued English transcript or translation, or is a notarised copy enough?
- Is an apostille or consular legalisation required, and are copies accepted?
- Are there country-specific documents, such as proof of address or immunisation records?
- What is the fee, and is it refundable?
