A 12-month way to pace the paperwork and timing for a Korean school transfer on return. Only points confirmed in official guidance are included; the monthly split is a suggested order of work.

This is for parents living abroad with a child who expects to join a Korean school in about a year. After reading, you should have a sense of how to split the 12 months and what to check first. One note up front: the monthly split below is my suggested order of work, not an official schedule.

First, understand how the transfer is structured

According to the Seoul Metropolitan Office of Education's 2026 returnee guidance (as of 4 November 2026), transfers fall into two types. Special transfer (특례편입학) covers cases such as 9 or more years of schooling abroad, or 2 or more years at a foreign school while a parent lived abroad. General transfer (일반편입학) covers students who studied abroad for at least six months but do not meet the special criteria. Which one fits depends on your individual situation and documents, so confirm with the education office and the school.

The Gyeongsangnam-do Office of Education (as of 30 October 2026) also assumes at least six months at a foreign institution. In every region, then, the centre of the process is how long the child studied and how you prove it. Build your plan around those two things.

12 to 10 months before: check the school and the period of study

Before ordering any papers, find out whether the current school counts. Seoul's guidance (as of 30 October 2026) recognises regular or officially recognised schools located outside Korea. Foreign schools inside Korea are excluded. Time at a regular school abroad must be at least six months. Kindergarten, language courses and private tutoring do not count, though an ESL class inside a regular school counts if regular subjects were graded.

Next, look for your child's school on the Ministry of Education's list of schools subject to simplified school-record procedures. According to the ministry's notice (the 9 January 2026 edition), the list is posted as three Excel files by continent. If your child attended a listed school, enrolment, graduation and transcript records need no apostille or consular notarisation. For example, jotting down the school's name as spelled in English makes the search much easier.

There are cautions. The ministry says the list does not vouch for a school's teaching quality or stability. The simplified procedure does not apply to university admission, and the notice warns against agencies that use the list in their sales pitch. A school missing from the list does not mean the transfer is impossible. In that case the guidance describes submitting records with consular confirmation or an apostille, or showing that the school is a regular institution, for example with the host country's list of recognised schools.

9 to 6 months before: start collecting documents

Seoul's guidance (as of 4 November 2026) lists the main documents. The foreign school's enrolment and transcript certificates must show grade levels, enrolment dates, grades and the principal's signature or seal, with a notarised translation if they are not in Korean or English. Also listed are the last Korean school's enrolment certificate, the student's and parents' immigration records, and the application form. Vaccination records or third-country study documents may be added depending on the case.

The key is to get records for the whole period abroad. For example, if your child changed schools once, you need both schools' records, and asking just before graduation or transfer may be too late. Overseas schools can take time to issue documents, so I suggest asking the office in this window.

Check the Korean record too. Under Seoul's guidance (as of 1 March 2026), primary and middle-school pupils on recognised study abroad are exempted from compulsory schooling after reporting departure, and high-school students are processed as withdrawn in either case. How the record was handled at departure may affect what the last enrolment certificate looks like, so ask the last Korean school ahead of time.

5 to 2 months before: confirm your local office's rules and timing

Details differ by region. Incheon's city guide (as of 31 October 2026) says procedures and documents differ by category, so you should ask the education office. The Gyeongsangnam-do Office of Education states that transfers are allowed outside the quota within 3% of students in the grade, and its document list includes the whole family's resident registration certificate (issued after return) and a vaccination certificate. Even if you prepare along Seoul's lines, read the guidance for the area where you will actually live.

Timing matters too. Under Seoul's guidance, transfers are accepted year-round, but there are temporary pauses for middle-school grade 3 (late October to early December) and for general high schools (late February). High schools take transfers up to grade 3, first semester. If you can choose your return date, avoiding such pauses may help. This too can differ by region and school.

The first month after return: apply and wrap up

In Seoul, you apply in person at a school in the student's residential district. Elementary applicants are first assigned a school through the community centre, middle-school applicants apply through the district education office, and special-needs students apply through the special education support centre. The principal reviews documents and, where needed, holds subject assessments to set the grade.

If you return mid-semester, the guidance says to apply within one month of the last day at the foreign school. This does not apply if the semester was completed abroad. Some documents, such as resident registration records, must be issued after you return, so a list of what to do on arrival will keep you calmer. One more thing: the office spot-checks documents and cancels the transfer if forgery is found. Always get documents issued officially by the school.

Sam's one-line tip

Start your monthly plan by checking whether your child's school is on the simplified list, because that answer changes how many documents you need.

Checklist

  • Confirmed the child attended a regular or recognised school abroad for at least six months
  • Searched the latest Ministry of Education simplified list for the school
  • Requested enrolment and transcript certificates for the whole period
  • Checked for grades, dates, marks and the principal's signature or seal
  • Looked into notarised translation for documents not in Korean or English
  • Asked how to get the last Korean school's enrolment certificate
  • Checked the local office's transfer rules and pause periods
  • Listed the resident registration papers and immigration records to obtain after return

Ask the school

  • Whether our child would be treated as a special transfer or a general transfer
  • Which documents are needed if the school is on the list and if it is not
  • Whether there are places outside the quota for the target grade, and whether our dates clash with a pause period
  • Whether subject assessments are used to set the grade
  • The final document list set by the school and the education office, including vaccination records

Your next step

Today, open the latest Ministry of Education simplified-procedure list and search for your child's school name. Whether it is there or not, note the result, and next month's document plan will be much clearer.
