This article is for parents who are thinking about boarding school, or who may leave a child in the host country after the parents move on. The quality of boarding life cannot be judged by facilities or fees alone. What also matters are the standards the school must meet and who the guardian is. Everything below is based on official guidance, as of 2026-10-29 for each page (the England boarding standards apply from 5 September 2022).
Boarding standards: England as an example
England's Department for Education (DfE) has applied national minimum standards for boarding schools since 5 September 2022. There are 23 standards. Many are useful for parents when they look at a school. Read the document
- Schools must safeguard boarders' safety and welfare.
- Boarders must be able to contact their parents privately at a time suitable for both sides. Time zones are considered for international pupils.
- There must be policies for unwell boarders and for medication, and access to local medical, dental and optical care.
- Accommodation must offer appropriate privacy.
- Each boarding building needs at least one member of staff sleeping or on duty overnight.
- Boarders need an independent person to raise concerns with, plus details of at least two child support services.
These standards apply to schools in England. Other countries and regions may differ, so ask each school which standards it follows. Note also that inspectorates check schools against these standards.
Who is a guardian, and what do they do?
A guardian is an adult who looks after a child locally when the parents are far away. Under the English standards, where a school appoints or is involved in an educational guardian arrangement, it must check and record that the arrangement promotes the boarder's welfare. Staff may not be guardians of their own school's boarders. What you need to check differs depending on whether the school introduces the guardian or the parents choose one themselves.
Examples of minor-student guardian rules by country
Visa rules differ by country and change often. The points below only report what each official page says. They do not judge which family fits which rule.
- Canada: According to IRCC, minors under 17 must come with a parent or legal guardian or have a custodian in Canada. The custodian must be a responsible adult who is a citizen or permanent resident. The Custodianship Declaration (IMM 5646) is notarised by the custodian and the parents separately and sent with the study permit application. The age of majority is 18 or 19 depending on the province. IRCC page
- Australia: According to Home Affairs, student visa holders under 18 must have welfare approved by the school (a CAAW) or a nominated guardian. A guardian may be a parent, a custodian, or a relative aged 21 or over nominated by a parent. Parental consent (Form 1229) is needed, and welfare must last until the student turns 18 or the enrolment ends plus 7 days. A Student Guardian visa (subclass 590) also exists. Home Affairs page
- New Zealand: According to Immigration New Zealand, a parent or legal guardian of a child aged 17 or under (or in Years 1-13) who holds a student visa can get a Guardian Visitor Visa. Only one parent can hold it at a time, and it lasts as long as the child's visa. INZ page
- Malaysia: According to the Immigration Department, permitted guardians include biological parents, legal guardians, adoptive parents and grandparents, and guardians may not work or run a business. Immigration Department page
How the type of school changes the route
GOV.UK says the Child Student visa is for ages 4 to 17. Stated requirements include an unconditional offer from a licensed sponsor school and parental consent. The fee on the page is £558, but it can change. GOV.UK DfE guidance (updated April 2022) says unaccompanied Child Student visa holders cannot study at state-funded schools and must attend a licensed independent school or college. DfE guidance
The United States is similar. According to Homeland Security, F-1 students cannot attend public schools in kindergarten to grade 8, and may attend public high school for no more than 12 months. SEVP-certified private schools have no time limit. Study in the States
