ตรวจขั้นตอนThis article is for parents whose child is studying at a school abroad and may transfer into a Korean primary, middle or high school. The documents you need depend on the country where the school is located and on whether the school is on the Ministry of Education (MOE) list. This guide draws only on official sources. Details differ by regional education office and can change from year to year, so please confirm with your local education office and the school at the end.
What is the MOE simplified list?
Documents from an overseas school normally need an apostille or consular confirmation. However, the MOE publishes the "list of schools subject to simplified school-record procedures for returning students" as Excel files (three files, by continent). If your child attended a listed school, the enrolment, graduation and transcript records need no apostille or consular notarisation. The rule covers "returning students and others" under Article 19 of the Enforcement Decree of the Elementary and Secondary Education Act.
Points to keep in mind:
- The list is made of schools recognised by the host country's education authorities and confirmed by Korean missions abroad.
- The ministry does not inspect the schools and does not vouch for their teaching quality or stability.
- The simplified procedure does not apply to university admission.
- Additions or corrections go through the local Korean mission or Korean Education Centre. The ministry cannot add or remove schools itself.
- The notice also warns against agencies that use the list in their sales pitch.
New editions of the list are announced. Editions we could confirm include 14 November 2025 and 9 January 2026. Always check the latest edition on the MOE's original page.
Apostille and consular confirmation: what is the difference?
An apostille is the certificate under the 1961 Hague Convention. A public document from a member country that carries that country's apostille can be used in Korea without consular legalisation by a Korean embassy. Documents from non-member countries still need consular confirmation at the local Korean embassy or consulate.
The Hague Conference (HCCH) status table lists 130 parties as checked in October 2026. Recent entries into force include:
- China: 7 November 2023
- Canada: 11 January 2024
- Rwanda: 5 June 2024
- Bangladesh: 30 March 2025
- Algeria: 9 July 2026
- Viet Nam: 11 September 2026
Thailand enters into force on 28 February 2027, so consular confirmation is needed until then. Malaysia, the United Arab Emirates, Qatar, Kuwait, Cambodia, Taiwan and Egypt are not in the table, so consular confirmation applies. If the school is on the MOE simplified list, neither procedure is needed. Dates and exceptions can change, so re-check the guidance of Korea's Ministry of Foreign Affairs (0404.go.kr).
An example: Seoul's 2026 plan
The Seoul Metropolitan Office of Education's "2026 plan for re-entry of returning students" (valid 1 March 2026 to 28 February 2027) is one example. Other provincial offices set their own details.
- Recognised schools: regular or officially recognised schools located outside Korea. Foreign schools located inside Korea are excluded.
- Length of study: at least six months (one semester) at a regular school abroad. Kindergarten, language courses and private tutoring do not count. An ESL class inside a regular school counts when regular subjects were graded.
- Grade placement: matched to Korea's 12-year system (grades 1-6 primary, 7-9 middle, 10-12 high). Without regular schooling abroad, or with under six months of study, placement by the completion assessment is not possible.
- Documents: transcripts and enrolment certificates for the whole period abroad, showing grades, dates and the principal's signature or stamp. Documents not in Korean or English need a notarised translation.
- Listed schools: for schools published on the MOE website, submit principal-issued documents plus a confirmation form (Form 2).
- Schools not on the list: submit records with consular confirmation or an apostille, or prove the school is a regular institution, for example with the local education authority's list of recognised schools.
- Deadline: pupils who return mid-term must apply within one month of their last day at the foreign school.
- Checks: the office spot-checks documents and cancels the transfer if forgery is found.
The MOE's school-records help centre (answer of September 2024) says that when a pupil enters by grade assignment or the attainment assessment, a shortfall in remaining school days does not affect completing that grade. Details for returning students follow regional education office guidelines.
What happens to the Korean school record when you leave?
According to the Seoul plan, handling depends on the grade level and the type of study abroad.
- Primary and middle-school pupils on recognised study abroad are exempted from compulsory schooling after reporting their departure and stay.
- For unrecognised study abroad, absences count as unauthorised. After absence of a third or more of school days, the record may be kept off roll (정원외) under school rules.
- High-school students withdraw in either case.
- When the whole family leaves (emigration, overseas work or posting), the duty to attend compulsory schooling may be exempted. If only one parent goes, strict conditions apply.
Using Korean documents at a school abroad
Sometimes you need to go the other way and submit Korean documents abroad. The Ministry of Foreign Affairs explains that documents issued by national or public schools qualify directly for an apostille. Documents from private schools, companies or individuals qualify after notarisation. Translations qualify once notarised, but requirements differ by country, so check with the receiving school first.
Government24's education certificate service lists English-language graduation and enrolment certificates for primary, middle and high schools. School records (학교생활기록부) come in a general version and a university-admission version, with no English version listed. A 2023 Ministry of the Interior policy brief says graduates from January 2003 onwards can get the record online through Government24 without visiting the school. If a school abroad asks for an English transcript, ask about translation and notarisation or a school-issued version.
The "Korea return info" badge on this site
This site matches the 11 April 2025 edition of the MOE list to its school data by name, city and website, and shows the result as a badge. Matched schools show "On Korea MOE list". Schools not found on the list show "Host-country licence on record" if a host-government licence is recorded, otherwise "Licence to check". Some schools with similar names may have been missed. Use the badge as a guide only, and confirm with the ministry's original list and your education office. On return, the education office decides on recognition from the host government's approval and the documents.
Checklist
- I checked whether the school (current or planned) is on the latest edition of the MOE simplified list.
- I checked whether the school's country is an Apostille Convention member, including any future entry-into-force date.
- I confirmed that my child has at least six months at a regular school abroad.
- I checked that the transcripts and enrolment certificates cover the whole period and show grades, dates and the principal's signature or stamp.
- I prepared notarised translations for any documents not in Korean or English.
- For a mid-term return, I planned to apply within one month of the last day at the foreign school.
- I read my regional education office's plan for the relevant school year.
Ask the school
- Ask the overseas school whether it can issue transcripts and enrolment certificates with the principal's signature or stamp, and how to get an English version if needed.
- Ask whether the school is on the MOE simplified list, and if not, how it can show that it is a regular institution, for example through the local authority's list of recognised schools.
- Ask which documents the principal issues for a Korean transfer, including the confirmation form (Form 2).
- If any document needs notarised translation or an apostille, ask the relevant authority and the overseas school about country-specific requirements and processing times.
- On the Korean side, ask your regional education office and the target school how grade placement works and what the application deadline is.
Always confirm your own situation with the official authority or an immigration professional.
