Korean Universities' Overseas Koreans Admissions: The Basics (and What to Confirm)
กำลังเตรียมคำแปล ขณะนี้แสดงต้นฉบับภาษาอังกฤษ
For families at overseas international schools who are considering Korean universities, this guide explains the main routes, the timing and one university's real example. Eligibility and details differ by university and by year, so the latest admissions guide of each target university is essential.

This is a basic guide for parents whose children attend international schools abroad and who are considering Korean universities as an option. Everything here is based on official materials: the Ministry of Education's overseas education portal, the Korean Council for University Education and a university's admissions guide (as of 2026-10-29). It does not tell you whether your child qualifies.
The big picture: the overseas-worker route and the full-curriculum route
The Ministry of Education's admission basics describe two main types of overseas-Korean admission. They are often called the '3-year route' and the '12-year route'.
- Overseas-worker route (3-year): One parent stayed abroad for work or business for a total of at least 3 years (1,095 days), with the spouse and student staying together. The student must have completed at least 3 years of middle and high school abroad, including one high-school year. The student must have been present for at least 3/4 of that period and the parents for at least 2/3.
- Full-curriculum route (12-year): The student completed all primary and secondary schooling at schools abroad.
For both routes, each university's admissions guide decides final eligibility and detailed criteria.
Common questions on the 12-year route
According to the portal, the benchmark is 12 years as set by the Ministry. 12-grade and 11-grade systems are counted as they are locally. Systems of 10 grades or fewer are not recognised as-is, though an exception exists if the gap was covered by local university study.
A gap of up to one semester (six months) when moving between different school systems may be accepted. The document list centres on the student's school records, grades and immigration record. A parent employment certificate is not on the list. If your child changed schools often or moved between systems, ask the university early.

How the foreign-national route differs
The 'foreign national with two foreign parents' route applies when both parents and the student acquired foreign nationality before the student began the equivalent of Korean high school. Basic documents are the high-school graduation (or expected), enrolment and grade certificates, a family-relation document issued by the foreign government, and proof of nationality for parents and student (a citizenship certificate or passport copy). Eligibility, Korean-language requirements and dates differ by university.
Universities set their own dates
The Korean Council for University Education's 2028 admissions plan summary (April 2026) classes overseas-Korean and foreign-national admissions as tracks whose dates each university sets itself. They run separately from the general early and regular rounds. For reference, general early-round applications for 2028 entry are in September 2027 and the regular round is in January 2028. The same document lists overseas Koreans and foreigners under a '2% or less' category. Check each target university's guide and application dates early in the final year.
An example: one university's real guide
Korea University's 2027 special admissions guide (Seoul campus) is one example. It recruited both an overseas-Korean track (supernumerary 2%) and a full-curriculum-abroad track, with online applications on 6-8 July 2026.
- Overseas-Korean track: documents 100% in stage 1; then stage-1 score 70% plus interview 30%
- Full-curriculum track: documents 100%
- Certified scores: up to five, including language tests and standardised results such as AP, IB and SAT; predicted scores were excluded
This is one university in one year, and other universities or years may differ. Treat the Korea University guide as a reference only.
An easy point to mix up
The Ministry publishes a list of overseas schools (as of 14 November 2025) whose documents are exempt from apostille or consular confirmation when a returning student joins a Korean primary, middle or high school. The list does not vouch for school quality and does not apply to university admissions. School-transfer paperwork and university admission document requirements need to be checked separately.
Checklist
- Have you read the official portal's description of each route (overseas-worker, full-curriculum, foreign national) first?
- Have you downloaded the latest admissions guide of each candidate university?
- On the overseas-worker route, are you organising records of the parents' and student's time abroad?
- On the full-curriculum route, have you listed each school's number of grades, the transfer dates and any gaps between systems?
- Have you put each university's application dates on your calendar?
- Do you know which certified scores (language tests, AP, IB, SAT and so on) are accepted, and the limit on how many?
- Have you checked, university by university, whether predicted scores are accepted?
Ask the school
- When and in what format can you issue enrolment and grade certificates for university submission?
- How many grades does our school's system have, and can you confirm the grade structure in an official document?
- Is there a counsellor with experience of applications to Korean universities?
- Which of the student's immigration or residence-related records can the school keep or confirm?
- Can you tell us about paperwork difficulties that past graduates met when applying to Korean universities?
Routes, eligibility criteria, documents and dates differ by university and can change from year to year. Before any decision, confirm with each target university and the Ministry of Education's official guidance.
