How grade placement works for returning students

A returning student's grade is not a simple carry-over from abroad; total time in school is counted on Korea's 12-year system. This guide covers recognised schools, special vs general transfer, timing and documents, based on Seoul's guidance.

If your child is coming back to Korea after living abroad, you may be wondering what grade they will enter, and that worry is natural. This guide is for returning parents and students. After reading it, you should understand how the grade is decided and know which documents and questions to prepare. The explanation follows the Seoul Metropolitan Office of Education's 2026 guidance. Other regions may set different details.
It is not a simple carry-over of the foreign grade
First, the grade is not decided by copying over the foreign grade. According to the casebook of returnee-transfer Q&A from the Seoul Metropolitan Office of Education's General Affairs Division (cases handled January 2017 to November 2025, checked as of November 2026), total time in school in Korea and abroad is counted on Korea's 12-year system. Seoul's 2026 guidance says the same: the time studied abroad is added to the last Korean grade completed and adjusted to the 12-year system.
The way terms are counted matters. Foreign terms are counted by that school's own term system. In a three-term year, all three terms must be completed to count as one full year. Only completed semesters count, so a semester that was started but not finished can lead to a placement one level lower. When school calendars differ and terms overlap or leave a gap, placement can also shift by one semester.
The casebook gives examples. A student who finished Korean middle-school grade 2, semester 1, and then spent 2 years in a 13-grade system was placed in high-school grade 2. A student who finished the same point and then grades 9-10 in a three-term system was placed in high-school grade 1, semester 2. The casebook says each case is a simplified example for specific circumstances and not a binding ruling. Please confirm your child's actual placement with the local education office.
Placement depends on whether the school is recognised
In Seoul's 2026 guidance, placement depends on whether the foreign school is recognised. A student from a recognised school is placed by enrolment period and completed courses, and no subject assessment is required. If the school is not recognised, an evaluation committee's subject assessments come first.
Which schools count? According to Seoul's 2026 returnee re-entry plan, regular or officially recognised schools located outside Korea qualify, and foreign schools located inside Korea are excluded. Time at a regular school abroad must be at least six months (one semester). Kindergarten, language courses and private tutoring do not count. For example, an ESL class inside a regular school counts if regular subjects were graded. Study shorter than one semester generally cannot be used for placement through assessment either.
Two routes: special transfer and general transfer
Seoul's guidance divides transfers into two types. Special transfer (특례편입학) covers students with 9 or more years of schooling abroad or in North Korea, and students who studied at a foreign school for 2 or more years while a parent lived abroad. It also covers children of government-invited scientists or faculty, and eligible foreign and North Korean defector students. General transfer (일반편입학) covers students who studied abroad for at least 6 months but do not meet the special criteria.
Places beyond the quota are described as up to 2% of a grade's capacity for special transfers and up to 3% for general transfers. Which route fits depends on your individual case and documents. It is safer to ask the local education office and the school than to decide on your own. The guidance also warns that students who do not complete the required study period may face disadvantages such as ineligibility for special university admissions.
Steps and timing
Seoul's 2026 guidance sets out these steps. Apply in person at a school in the student's residential school district, and the principal decides the grade through document review and, where required, subject assessments. Then the student registers. Elementary applicants are first assigned a school through the local community centre, and middle-school applicants apply through the district education office. Special-needs students apply through the district special education support centre.
Timing is easy to miss. A student returning mid-semester is told to apply within one month of the last day at the foreign school. This does not apply if the semester was completed abroad. Transfers are accepted year-round, but there are temporary pauses for middle-school grade 3 (late October to early December) and general high schools (late February). High schools take transfers up to grade 3, first semester. Timing and procedure can differ by region and school.
The Ministry of Education's school-records help centre (September 2024) is also useful. If a grade is assigned or set by an attainment assessment, a shortfall in remaining school days does not affect completing that grade. Details for returning students follow regional education office guidelines, so ask your local office first.
Prepare documents for the whole period abroad
According to Seoul's guidance, documents are transcripts and enrolment certificates covering the whole period abroad. They must show grades and dates, signed or stamped by the principal. A notarised translation is needed for documents not in Korean or English. Schools published on the Ministry of Education website submit principal-issued documents plus a confirmation form (Form 2). Other schools submit records with consular confirmation or an apostille, or prove they are regular schools, for example with the local education authority's list of recognised schools. The office spot-checks documents and cancels the transfer if forgery is found.
Sam's one-line tip
Once your return date is set, ask the foreign school for its term end dates and when it can issue transcripts and enrolment certificates.
Checklist
- Have you checked the returnee transfer guidance from your local education office?
- Have you confirmed that the foreign school is a regular or recognised school?
- Did your child attend a regular school abroad for at least six months (one semester)?
- Have you listed the foreign school's term system and the terms completed?
- Do the transcripts and enrolment certificates for the whole period carry the principal's signature or stamp?
- Have you prepared notarised translations for documents not in Korean or English?
- If returning mid-semester, have you planned to apply within one month of the last day at the foreign school?
- Have you checked the pause periods for middle-school grade 3 and general high-school transfers?
Ask the school
- Whether your child falls under special transfer or general transfer
- Whether the foreign school looks recognised and whether subject assessments are needed
- How completed and unfinished semesters are counted
- Which documents are required, and the rules for translation, notarisation and apostille
- Which application dates are open and when transfers are paused
Your next step
Today, call your local district education office or the school you hope to join. Tell them the foreign school's term system and your child's enrolment period, and ask what grade to expect.
