Repatriation: when to start the children's school planning
กำลังเตรียมคำแปล ขณะนี้แสดงต้นฉบับภาษาอังกฤษ
After a repatriation notice, several different clocks run at once for a child's schooling: a one-month window mid-term, pauses in transfers and university-specific dates. This guide sets out, from official notes, what HR can ask and in what order.

This article is for HR and general-affairs staff who support employees returning from an overseas posting. After reading it, you will have a sense of when to start school planning for employees' children and what to raise first. You will also be able to build a short list of questions to ask them.
Clocks that start before the return date
When a repatriation notice arrives, employees worry first about shipping and housing. But a child's schooling has several clocks of its own, separate from the return date. According to the Seoul Metropolitan Office of Education's 2026 returnee plan (in force 1 March 2026 to 28 February 2027), a student returning mid-semester must apply within one month of the last day at the foreign school. This does not apply if the semester was completed abroad. So the same repatriation can mean different timing depending on whether the child comes back mid-term or after finishing the term.
Settle the education office and school first
Handling of a returning student's records follows regional education office guidelines. The Ministry of Education's school-records help centre (September 2024) also says to ask the local office and school first. The Seoul guidance says details can differ by region. The Gyeongsangnam-do English page says transfer admission is permitted outside the quota, within 3% of the students in the relevant grade. The Incheon city life-information page (as of October 2026) likewise says procedures and documents differ by category and tells parents to check with the education office.
That is why the point at which the post-return home area is decided matters. For example, a family that prepared from the Seoul guidance and then settles in another region may find different details. Once the area is known, encourage the employee to check that region's education office guidance right away.
Which transfer type applies, and how the grade is set
The Seoul guidance divides returnee transfers into two types. Special transfer covers students with nine or more years of schooling abroad, or those who studied at a foreign school for two or more years while a parent lived abroad, among others. General transfer covers students who studied abroad for at least six months but do not meet the special criteria. Places beyond the quota are described as up to 2% of a grade's capacity for special transfers and up to 3% for general transfers. Which route fits depends on the individual case and documents, so it is safer to point the employee to the district education office and the school than to judge it yourself.
Grades are placed on Korea's 12-year system (grades 1-6 primary, 7-9 middle, 10-12 high). Time at a regular school abroad must be at least six months. Kindergarten, language courses and private tutoring do not count. Without regular schooling abroad, or with under six months of study, placement by the completion assessment is not possible.
Collect documents early
The main documents in the Seoul guidance are: the foreign school's enrolment and transcript certificates (with the principal's signature or seal), a notarised translation if they are not in Korean or English, the last Korean school's enrolment certificate, the student's and parents' immigration records, and family resident registration records issued after the return. The documents normally need an apostille or consular confirmation. Some are issued only after return, so not everything can be prepared at once. Still, requesting the documents held by the foreign school before departure is a good idea.
The Ministry of Education publishes a list of schools subject to simplified record procedures, confirmed by Korean missions (notice as of 9 January 2026). If the child attended a listed school, no apostille or consular notarisation is needed. However, the list does not vouch for a school's quality, and it does not apply to university admission. The ministry also warns about agencies that use the list in their sales pitch. Have employees check directly in the ministry's posted files whether their child's school is listed.
There are periods when applying is harder
According to the Seoul guidance, transfers are accepted year-round, but there are temporary pauses for middle-school grade 3 (late October to early December) and general high schools (late February). High schools take transfers up to grade 3, first semester. If the return date overlaps these periods, the order of preparation may need to change. Timing and procedure can also differ by region and school.
For children heading to university, check the university's dates separately
The Korean Council for University Education's 2028 admissions plan summary (April 2026) classes overseas-Korean and foreign-national admissions as tracks whose dates each university sets itself. As an example, Korea University's 2027 special admissions guide had online applications for its overseas-Korean and full-curriculum-abroad tracks on 6-8 July 2026. That is one university in one year, and rules differ by university and year. The apostille simplification described above does not apply to admissions. For employees with older children, encourage them to check the target universities' latest guides early.
Sam's one-line tip
When a repatriation notice is issued, ask first for a one-page note of each child's grade, the post-return home area and whether they are returning mid-term, before counting any dates.
Checklist
- Confirmed each child's current grade and time enrolled at the foreign school
- Identified the planned home area after return and its education office
- Confirmed whether the return is mid-semester or after the term ends
- Checked whether documents held by the foreign school can be requested before departure
- Checked whether the child's school is on the Ministry of Education's simplified-procedure list
- Checked whether the return date overlaps the middle-school grade 3 or general high school transfer pauses
- Asked older students to check target universities' guides and dates
Confirm with the owner
- When and in what form HR passes on school-planning guidance to returning employees
- Whether the employee contacts schools and education offices directly, and what help the company offers
- Whether employees can raise a child's school term and transfer windows when the return date is set
- How the cost of issuing, translating and notarising documents is handled under company policy
- How the guidance note will say that standards differ by region
Your next step
Pick one returning employee and send a short questionnaire asking each child's grade, the post-return home area and whether the return is mid-term. Once you have the answers, check that region's education office guidance together.
Always confirm your own situation with the official authority or an immigration professional.
